University President Emmanuel Leyco has tendered his resignation from the Pamantasan ng Lungsod ng Maynila (PLM) effective close of business on October 15, 2023.

Leyco, who concurrently serves as PLM president and vice-chairman of the Board of Regents, informed Manila City Mayor Maria Shielah “Honey” Lacuna-Pangan about his retirement from the service in a letter dated October 10, 2023.
He returns to private practice to lead a private credit rating agency in the Philippines; as trustee of the FINEX Academy, the education arm of the Financial Executives Institute of the Philippines; and as trustee of the Harvard Kennedy School of Government Alumni Association.

President Leyco intended to retire on September 29 but opted to stay for two more weeks to smoothen out issues during the transition period, which coincided with election-related prohibitions regarding personnel movements that would disrupt PLM’s day-to-day operations.

An exit meeting was held Friday afternoon attended by members of the Executive Committee, heads of support units, administrative staff, as well as Deans of the College of Medicine, College of Law, School of Government, School of Public Health, College of Music, School of Social Work, College of Engineering.

PLM Assistant Vice President Herminia Nuñez, head of the Human Resource Development Office, thanked President Leyco for the more than 200 promotions, faculty reclassifications, and regularizations granted since 2019, which benefited long-time job order and contractual employees of the University.

“Leading PLM since the Academic Year 2019-2020 has been an honor. My term was marked by the most significant global challenge caused by COVID-19, but PLM was not deterred from expanding its enrollment from just 9,000 students in 2019 to about 18,000 last school year to accommodate those displaced by the pandemic,” the University President said.

“Indeed, it was a banner academic term as PLM graduates performed excellently in professional board examinations with 100% passing rates in several fields. In addition, many PLM graduates landed in the top 10 positions,” he added.

Under President Leyco, PLM consistently received an unmodified opinion from the Commission on Audit for four straight years — a testament to his commitment to fair and transparent financial practices.

President Leyco also informed Mayor Lacuna that PLM remains in excellent fiscal position with over P715 million in cash and P956 million in net government equity as reflected in the most recent COA-audited financial statement of PLM.

“Thank you for the opportunity to lead the university and serve the people of the City of Manila,” he added.

President Leyco is grateful for the opportunity to serve government through PLM since 2019, and formerly through the Department of Social Welfare and Development (DSWD) between 2017-2018. He will continue to serve the public interest as a Filipino citizen rendering honest work in the private sector.
