The HEADS OF OFFICES
(Directors of Specialized Presidential Centers and Chiefs of Administrative Units)


The Directors and Chiefs are usually permanent career service professionals carefully selected from the best and most qualified employees of the University. They occupy the permanent administrative items consigned for the head of a particular office after having successfully passed the established system for selection or promotion based on merit, fitness and highly technical qualifications. Such permanent appointment as recommended by the Personnel Selection Board is conferred an official approval by the President and confirmed by the governing board of the University, the Board of Regents, which is further confirmed by the Civil Service Commission in accordance with civil service rules.

While most of the heads of offices occupy their respective position permanently, a few are designated from the Professoriate or the Staff who usually possess the same qualifications required for the permanent administrative item of the head of office.

The permanent heads of offices possess superior qualifications and competence and were appointed to the respective administrative items based on the comparative information on education and scholarship, experiences, skills and competencies, trainings, civil service or equivalent professional eligibility/ies, relevant work accomplishments, physical characteristics, psycho-social attributes, personality traits, and potential. Similarly, those who were designated from the Professoriate, while they do not occupy the respective permanent administrative item for the head of office that is vacant at the time of designation, likewise possess the same virtues leading to their designation.

More than exceeding the qualification requirements prescribed by the Civil Service Commission, the permanent heads of offices likewise exhibit the highest degree of responsibility and competence in the discharge of their functions. Even prior to their selection and permanent appointment, they have consistently demonstrated exceptional job mastery and potential in higher areas of responsibility.

Permanent heads of offices, having been selected based on merit and fitness, are assured by the Civil Service Code (P.D. 807) with the security of tenure and the opportunity for advancement to higher career positions.

As the head of office, they are the hallmark of service excellence in their offices, and they set the tone of leadership in their sphere of domain that is supportive of the academic excellence of the University.
